The eligibility criteria for the funding scheme also include a measure of whether a candidate resides in an area deemed to have participation rates in higher education which are below expected levels. This criterion, referred to as Participation of Local Areas, or POLAR, is used by the Higher Education Funding Council England (HEFCE) to determine university widening access targets. The University of Kent uses this criterion in combination with household income to target its financial support. A full list of postcodes and their classification by participation (POLAR), which inform the University's online calculator, can be found on the HEFCE website. Awards are made to students who fall into POLAR quintiles 1 and 2 and who are under 21 on 30 September 2018, who also meet other eligibility criteria, and students who fall into any POLAR quintile and who are over 21 on 30 September 2018, who also meet other eligibility criteria. The data differentiates participation by people under 21 (in the left hand column) and people over 21 (in the right hand column). Please be aware that this file is very large and can be difficult to download.
