Rules

Article 18

  1. The General Assembly can establish and change rules on topics that are not or incompletely covered by these statutes.
  2. A rule may not contain actions or opinions that are contrary to either the law or these statutes.
  3. Decisions to create or change rules are governed by the sections 1, 2, and 5 of Article 16.
