In 1967 the NATO allies adopted the ‘Harmel report’, proposing a dual track approach of deterrence and dialogue for the alliance. To commemorate this influential doctrine the Egmont Institute and Belgian Foreign Ministry hold a conference on 5 December 2017. Tom Casier will explore today’s relevance of the Harmel doctrine for security relations with Russia.
