Senectus support SERCO on Chronic Disease Management project
InterRAI UK/Senectus is currently working with Serco Health, supporting their development of a whole systems Long Term Condition Management (LTCM or chronic disease management) service, with an initial focus on a Community Matron Case Management Service. This service will be piloted in Newham, East London and will then be offered nationally.

This service includes full informatics support, including the use of workflow tools and incorporating the Minimum Data Set Comprehensive Assessment for Home Care (MDS-HC) as a specialist "Long Term Condition Holistic Assessment". This includes the automatic generation of Client Assessment Protocols (CAPs) and various Scales as an aid to the Community Matrons in the development of an electronic, shared, comprehensive care plan for their patients. The system is expected to piloted from early September 2006 and go live with a controlled roll-out from early December 2006 across the whole of the Newham Health and Social Services economy.

As the LTCM process is clarified, it is expected that other specialist assessments will be required. These will also be automated as required. For this reason, Serco have elected to use the new "Integrated Suite" version of the MDS-HC; the first such implementation in the UK. The Integrated Suite is the latest and most powerful incarnation of the MDS, enabling complete data compatibility between Home Care, Residential, Mental Health and other assessment variants.

Serco's Dr John Heavens ( Director - Health Informatics) said: "We are very excited to be working with interRAI UK/Senectus as we believe their Integrated Suit of assessment tools provides a strong foundation to the critical informatics support required for successful LTCM ".

Iain Carpenter appointed Clinical Lead on Records Standards for HIU
Iain Carpenter has been appointed Clinical Lead on Records Standards for the Health Informatics Unit (HIU) at the Royal College of Physicians, London.
With his appointment to the HIU, Professor Carpenter will use his clinical knowledge, especially of older people and his understanding of managing large data sets, alongside his experience of what data needs to be collected to advise on records standards. ‘This appointment signals a commitment to restructure the way that clinical data is recorded to improve performance standards for patients. Performance standards are currently crude measures of admissions and discharges, diseases and deaths. With the new technologies we will be able to examine measures that mean something to patients; for example, the person with severe arthritis who has a heart attack and is treated by the NHS as a whole, for all their problems, not just the heart attack. Instead of having to mount time-consuming and expensive data collection exercises, we will be able to use routine data that policymakers can use for planning improved services. The new technologies offer exciting opportunities to expand the use of primary data and improve services.’

Intermediate Care article
The following paper by the Senectus team was recently published:

Business enterprise award for Senectus, TSO and IBM
A 2005 University of Kent Enterprise Commendation Award for collaboration between University and industry partners was presented to the University's Centre for Health Services Studies (CHSS) Senectus team, The Stationery Office (TSO) and IBM. Together, these three organisations have produced paper and electronic Department of Health Single Assessment Process manuals and assessment forms for the NHS and social care sectors.

MREC approval
Metropolitan MREC has given approval for the Senectus database to be held at the University of Kent. Researchers will be able to access the consented, anonymised data stored in the database, provided ethical approval for each study has been obtained.

MDS-HC Form from TSO
The Stationery Office recently published the MDS-HC as the SAP Ability Assessment for Older People together with the manuals that include guidance on use of the MDS-HC across all levels of the SAP.  The instrument is also being published as an electronic form which will enable organisations to migrate to full electronic systems in a stepwise manner over time and across the organisation. www.care-assessment.org.uk

Iain in Australia
Iain Carpenter was recently invited to Brisbane and Canberra for meetings on Assessment, Casemix and Intermediate Care.  He presented on the MDS, the Single Assessment Process and community care in Europe.  The visit included presentations to researchers and staff at the Princess Alexandra Hospital, Brisbane, Queensland Department of Health, Australian Ministry of Health in Canberra and a keynote speech at the National Demonstration Hospitals Program Conference in Brisbane.

Intermediate Care Workshop - update
A workshop was held the 2nd of October for intermediate care staff in East Kent, to discuss the conceptual framework of their systems as part of the preparations for the introduction of the Single Assessment Process. Kathy Kotiadis our operational research analyst began the workshop by taking about how staff can examine their systems in a virtual environment using simulation modeling. She also demonstrated the simulation model developed as part of the ICON project.

A printed version of the ICON Evaluation of Intermediate Care is now available for those interested. ICON used computer simulation modeling to assess the impact of resource changes to intermediate care services in terms of waiting times and bed availability.

Intermediate Care Workshop
A workshop is to be held during September (date to be finalised) for senior health authority staff, to discuss the use of simulation modeling as a basis for improving intermediate care in the region. During the workshop, the simulation developed as part of the ICON project will be demonstrated and discussed.

Rehabilitation strategy workshop, 19/02/03
The Senectus team facilitated a workshop on the 19th of February at the University of Kent, to explore issues surrounding "access to rehabilitation". The aim of the workshop was to create a brainstorming forum for people working in the NHS, in order to understand local goals, issues and problems relating to rehabilitation.
