P12/4R The 1995 election for President of France There were two rounds of voting in the 1995 French Presidential election. In the first round there were 9 candidates, douard Balladur (denoted below by A), Jacques Cheminade (B), Jacques Chirac (C), Robert Hue (D), Lionel Jospin (E), Arlette Laguiller (F), Jean-Marie Le Pen (G), Philippe de Villiers (H) and Dominique Voynet (I). No candidate had an absolute majority of votes, and there was therefore a second round of voting, involving just the top two candidates in round 1, Jacques Chirac (C) and Lionel Jospin (E). Each received rather more votes in round 2 than in round 1, the increases coming presumably from those who supported a different candidate, or abstained, in round 1. The main point of interest lies in the extent to which the increases in votes for C and E in round 2 are made up from the votes in round 1 for each of the eliminated candidates. There is also interest in determining whether there are any dpartements (counties) in which a minority candidate is particularly popular. The table below shows, for a sample of dpartements in France, chosen alphabetically, the numbers (in hundreds) of votes for each candidate in each round, together with the total electorate and numbers abstaining from voting. Report on the data, indicating in particular what light the data throw on the questions raised at the end of the first paragraph.
